Practicing them will provide a partial basis or preparation for performing musical passages that incorporate scales. 

The editor, Mitell says, "...The chief difficulty in these exercises consists in shifting (changing the position) so smoothly that it is hardly perceptible..."

Instructions are included that describe how the exercises should be practiced.
